Robert Duffy is constantly aware of the states trying to attract businesses away from upstate New York, including Florida, Texas, Arizona, and Virginia, which he describes as having lower taxes and regulations. While serving as New York’s lieutenant governor, Duffy witnessed this competition and continues to do so in his current position as CEO of the Greater Rochester Chamber of Commerce. For years, the Buffalo Bills have been a coveted target for business interests in other states.
That shouldn’t be a problem anymore, as Duffy has had a hand in securing the Bills’ presence in Western New York twice. About a decade ago, he represented Cuomo in the final negotiations for a lease extension at Highmark Stadium. More recently, Gov. Kathy Hochul appointed Duffy to lead the Erie County Stadium Corp, overseeing the government’s involvement in constructing the future Highmark Stadium. Duffy is optimistic about the progress of the new stadium, praising the comprehensive community benefits agreement and the inclusive hiring practices. While he doesn’t want to make exact predictions, Duffy believes the stadium is on schedule for a 2026 opening. He credits the cooperation among all parties involved in the project for the smooth process so far, including the Buffalo Bills’ willingness to cover any additional costs.
